Product Description: After decades of poor economic performance, the Irish government adopted major changes in economic policy in 1987. By the end of the 1990s, Ireland's real GDP growth rate of almost 10% per year exceeds that of all member nations of the European Union (EU). A key component of Ireland's growth strategy has been the encouragement of foreign direct investment through low tax rates and financial and logistical support provided by the Irish Industrial Development Agency (IDA). In 1999, Ireland confronts the issue of sustainability of the “Irish miracle'' in the face of diminishing access to EU subsidies, increasingly strained physical infrastructure, and questions of equity in the distribution of economic gains across the population. The case includes substantial material relating to the Irish political, social, and historical context in addition to traditional economic statistics. Teaching Purpose: To provide a broad range of “raw material'' for conducting a country analysis of Ireland. The case lends itself particularly well to an exploration of the role of industrial policy, macroeconomic reforms, foreign direct investment, and regional integration in national development strategy.

Product Description: The Southern Co., an electric utility, is planning its compliance with the 1990 amendments to the Clean Air Act. The Act established a system of tradeable permits for sulfur dioxide emissions. The company must decide whether to install pollution control equipment and generate excess permits for sale to other firms, or to emit larger quantities of sulfur dioxide, save capital costs, and purchase pollution permits. Product Description: Allied-Signal, Inc., one of the world's oldest chemical companies and today a diversified conglomerate, is liable for clean-up costs of old hazardous waste sites. These costs are substantial: reserves grew to nearly $500 million in 1991. Attempting to avoid further set-asides, and anticipating U.S.-style liability laws in Europe, environmental managers undertake a review of the company's three-part environmental control policy. With extensive programs for disposal-site inspection, auditing for compliance, and hazardous waste reduction, the managers try to optimize costs and liabilities by balancing waste disposal and reduction. The case recounts the formation of the control policy in response to legislation such as RCTA, Superfund, and the Toxics Release Inventory. Examines in detail the implementation of the three hazardous waste programs, analyzing the experiences of two plants. Exhibits include internal control documentation.

Product Description: In 1992, Aracruz Celulose, a Brazilian company, was the world's largest producer of eucalyptus market pulp. Led by dynamic Chairman Erling Lorentzen, the company had shown twenty years of strong growth. Aracruz exported 87% of its pulp in 1992, marketing its product as a low-cost, high-quality pulp. Lorentzen, however, was concerned with creating a new vision for keeping the company vibrant in the future. Like the pulp and paper industry worldwide, Aracruz faced a number of environmental pressures, including water pollution from chlorine bleaching, sustainable forestry issues, and growth in recycled market pulps. Environmental concerns were increasing customer demand for pulp bleach without elemental chlorine ("elementally chlorine free” or "ECF” pulp). Some European customers also wanted pulp bleached without any chlorine compounds ("totally chlorine-free” or "TCF pulp”). Aracruz had responded with ECF production and limited TCF production. Finally, Aracruz also operated in a country with unstable economic conditions and strong development needs, and faced growing competition from producers in Indonesia. Teaching Purpose: Discuss strategic environmental management issues.

Product Description: Burroughs Wellcome Co., developer of AZT, the first drug approved by the U.S. Food and Drug Administration for the treatment of Acquired Immune Deficiency Syndrome (AIDS), finds itself under siege in September 1989 by AIDS activists and various segments of the U.S. government. In spite of repeated demands over the previous two years to lower the price of AZT (trademarked Retrovie), Burroughs Wellcome and its parent company, London-based Wellcome PLC, have refused, claiming that the $6,300 annual (wholesale) cost of the drug per person is justified, based on high research, development, production, and other costs associated with the drug. The firm's opponents accuse it of using an existing chemical compound, ample government research assistance, and a cooperative regulatory system to gain a monopoly on the only approved treatment available for people with AIDS. The case gives students the opportunity to explore the economics and regulation of the pharmaceutical industry, wrestle with the ethics of drug pricing, and analyze the formulation of public relations strategies on the part of both private companies and activist groups in the age of AIDS.

In 1995, Bre-X Minerals, a tiny Canadian mining firm, struck gold. Deep in the heart of the Borneo jungle, it discovered what appeared to be one of the world's largest and most cost-effective gold deposits. Almost immediately, the firm's stock price shot upwards and its managers were besieged by eager investors and would-be partners. They also became mired in the relationship-based politics of Indonesia. To mine the gold, and reap the benefits, Bre-X management must establish several critical relationships with financial partners outside Indonesia and with political and business partners inside the country. Yet figuring out with whom to ally itself is no easy task. The case describes how Bre-X's management reviews its options and evaluates the strategic advantages and risks of key relationships.

They perceive the renminbi as an unfair weapon in international competition. Chinese officials responded that these attacks were groundless: the renminbi was not undervalued, at least not significantly. The peg contributed to maintaining a stable economic environment, which benefited all economic partners. They also said that, if the US was running a large trade and budget deficit, it was partly attributable to capital inflow from China. The US should focus on the weaknesses of its own economy that generated these deficits, instead of treating China as a scapegoat. Officials also said that China was a sovereign country with the right to choose its exchange rate policy. Throughout 2005 to 2007, the debate was regularly in the news and it was likely that arguments would become tougher if US and European trade deficits with China continued to increase. Yet CEO Keith Linde knows that even a successful 301 investigation can produce only medium-to long-term results. Run by the legendary De Beers Corp., the cartel has managed to keep diamond prices steady and increasing, and to prevent the defection that dooms most other “orderly marketing arrangements.” It has also managed to uphold one of the greatest marketing coups of history: convincing millions of customers that diamonds are actually rare, and therefore highly prized. There is only one problem that the cartel faces. It is actually illegal in the United States (the world's largest market for gem diamonds) and has been under constant attack by the U.S. Justice Department. The case describes how De Beers has dealt with this problem in the past and how, in the late 1990s, changes in the African political situation and the world diamond market may suggest a new relationship with the U.S. government. In 1996, PT Freeport Indonesia, the mining subsidiary of Freeport McMoRan, had just completed an expansion of its copper and gold mine in the western half of New Guinea. The mine, which had dealt with numerous environmental and socio-cultural problems over the past couple of years, had recently proposed concrete plans for dealing with problems of acid drainage and spoils deposition. Now, although under widespread criticism and attack, the company is undergoing environmental and social audits and is again contemplating a major expansion. Product Description: In October 1990, eastern Germany was incorporated into the Federal Republic of Germany. The German people rewarded the architect of these changes, Helmut Kohl, with an enhanced majority in national elections. But only two years later it was hard to remember these heady times. Re-unified Germany's external and internal economic situation were out of balance. The current account fell from a large surplus to deficit. Inflation rose as the German government ran a mounting deficit to finance reconstruction. In June 1992, the Bundesbank council, the interest-rate-setting body of Germany's central bank, raised interest rates to combat this inflation. Other members of the EMS were less willing to raise interest rates as they feared recession rather than overheating. Within months, Italy devalued and the United Kingdom dropped out of the EMS. Had Kohl's reunification strategy caused the EMS crisis? What did this crisis imply about the hopes for closer European integration?

Indonesia is a booming market for rayon, but management still has some concerns about the expansion. First, for the plant to remain successful, Lenzing's downstream customers — textile producers — must also remain in Indonesia. Second, despite being located in an area of tropical forests, the Indonesian plant has no local access to wood pulp, its most critical input. Mexico, the United States, and Canada have negotiated a North American Free Trade Agreement (NAFTA) that would create the largest free trade zone in the world. The union would build on the three-year-old Free Trade Agreement between the United States and Canada. Proponents claim that NAFTA is a "win-win-win" situation, but its detractors argue that it would reduce wages, create unemployment, and generate environmental problems. Ten years after entering Japan, P&G had accumulated over $250 million in operating losses on declining annual sales of $120 million by 1983. The decision facing the president of P&G International: exit, retrench or rebuild the operation? Ironically, the initial entry was a success story with P&G Japan achieving an operating breakeven in their fifth year and market leadership in a number of categories. However, in the late 1970's market share and profit in all categories declined disastrously. Management changes failed to reverse the trends until an objective examination of the entry strategy, approach to the Japanese consumer, competition, technology and internal organization were made. By 1983, accelerating losses forced P&G to decide whether to exit or stay.

Product Description: The Royal Dutch/Shell Group of companies owns a petroleum platform, the Brent Spar, in the North Sea. The Brent Spar is an oil storage facility and tanker loading buoy. It came to the end of its useful life and was taken out of commission in September 1991. After a thorough study of the environmental impact of various disposal options, Shell concluded that deep water disposal was the safest strategy. The German arm of Greenpeace mounted an aggressive public campaign against this action, affecting public opinion to the point where Shell changed its disposal plans and opted for on-land dismantling.
